Today more than ever, the Americas need visionary leadership—capable of building bridges, breaking down barriers, and shaping a common destiny. Inspired by the principles of CARICOM, CELAC, and the Organization of American States (OAS), Dr. Carmen Jackie Gimenez embraces the mission of uniting our hemisphere with a renewed commitment to democracy, dignity, and sustainable development.
Guided by the values of the OAS Charter and the Inter-American Democratic Charter, her leadership will focus on:
🌎 Regional Integration: Strengthening cooperation between the Caribbean, Central, South, and North America—recognizing that true progress comes when we move forward together, respecting sovereignty while fostering collective well-being.
🌎 Human Rights & Democracy: Defending and promoting the rule of law, fundamental freedoms, and the democratic principles that uphold human dignity—ensuring that no citizen is left behind or silenced by fear, corruption, or authoritarianism.
🌎 Cooperative Solidarity: Building strategic partnerships between governments, universities, private sectors, and civil society to address shared challenges such as poverty, forced migration, organized crime, and institutional weakness.
🌎 Sustainable Development: Advancing inclusive public policies that promote education, environmental responsibility, technological innovation, and equitable economic growth—especially in vulnerable and underserved communities.
🌎 Civic Participation & Inclusion: Empowering youth, women, indigenous peoples, and local leaders to engage in democratic processes and community development, ensuring every voice counts in shaping the future of the Americas.
🌎 Modernization & Innovation: Closing decades of technological lag in many regions through regional cooperation, knowledge-sharing, and productive integration that paves the way for a more competitive, connected, and resilient hemisphere.

Grounded in the values of human rights, social justice, and inclusive development, Dr. Carmen Jackie Gimenez will continue working to ensure that no citizen, family, or immigrant is left behind. In alliance with NGOs and civic organizations, free legal assistance will be made available, alongside coordinated initiatives to address poverty, public health, housing access, cemetery care, infrastructure maintenance, and other essential services affecting the most vulnerable.

A permanent and science-based solution to flooded streets will be implemented, while new efforts will enhance beach cleanliness, water quality, and public space maintenance—through strategic fund reallocation and collaboration with state and federal agencies.
🌎 Good Governance & Fiscal Responsibility:
Dr. Gimenez upholds transparency, efficiency, and accountability in public finances. She is committed to fighting mismanagement while ensuring resources are reinvested in community well-being.
🌎 Safety with Compassion:
Supporting law enforcement while emphasizing crime prevention, ethical policing, and community outreach, she envisions a city free of human trafficking, exploitation, and fear.
🌎 Inclusive Economic Development:
By working closely with investors, the Chamber of Industries and Technologies, chambers of commerce, universities, and NGOs, she will generate new jobs, economic mobility, and technological modernization.
🌎 Equity in Services:
Her administration will improve protections for individuals with disabilities, expand accessible parking, and bring modern services and infrastructure to neglected areas—especially in the western and beachside zones.

With a firm focus on equity, she will reduce property taxes, invest in poverty alleviation, address homelessness with dignity, and implement long-term measures that support all residents—always listening to their concerns and aspirations.

– Dr. Carmen Jackie GimenezOn March 10, 2025, during the historic election of the new Assistant Secretary General of the Organization of American States, several foreign ministers delivered a clear and historic message: the OAS must renew itself to be useful, human-centered, and deeply committed to the well-being of our peoples.
The Foreign Minister of the Dominican Republic, in a brilliant and decisive address, stated: “The unity of the Americas must not be an empty slogan. It must be seen in the institutions we build, in the cooperation we deliver, and in the tangible support we offer to those who suffer the most.”
The Foreign Minister of Paraguay emphasized that “words are not enough if they do not translate into effective institutions, real projects, and shared commitments to equity and sovereignty.”
The Ambassador of the United States to the OAS echoed the urgency of collective regional response to crises such as that in Haiti, declaring: “We cannot allow a sister state to collapse while we remain passive. The OAS must act—swiftly, respectfully, and effectively.”
Likewise, the Pro Tempore President of CARICOM raised the voice of the Caribbean: “The OAS must stand firmly with our most affected nations, those facing poverty, climate change, and economic injustice. Haiti cannot wait any longer. We need an OAS that gets its feet dirty, that steps into the field, and helps us build the future our people deserve.”
Aligned with these calls to action, I propose a structural transformation of the OAS based on the following pillars of hemispheric progress:
🌎 1. Institutionalizing Integration
Draft a Regional Constitution for the Americas, co-created by the people, which respects national sovereignty while establishing shared commitments to democracy, justice, human rights, and sustainable development.
💹 2. Subregional Stock Exchange
Create a hemispheric financial platform to integrate emerging markets and empower under-resourced nations with fair access to investment capital—supported by the IDB, CAF, and international partners.
💡 3. Hemispheric Center for Education, Technology, and Innovation
Establish a flagship education and tech hub that connects universities, companies, and research centers across the Americas—bridging the digital divide and creating jobs of the future.
🤝 4. Hemispheric Solidarity Network
Build a rapid-response regional network to deliver humanitarian aid in crises like Haiti, without delay or red tape. This would include medical brigades, mobile infrastructure, peacekeeping support, food distribution, and a newly formed Continental Humanitarian Response Agency.
🛡️ 5. Inter-American Justice and Security Network
Integrate prosecutors, judges, and public security forces in an ethical, human rights-based network to fight organized crime, human trafficking, and transnational corruption with intelligence, cooperation, and legal precision.
This transformation is not an isolated vision—it is the moral mandate entrusted to us by the people of the Americas.
We can no longer ignore the cries for help from our most vulnerable nations. The situation in Haiti is not just a national crisis—it is a moral test of inter-American solidarity. If Haiti fails, we all fail. But if we rise together—with unity, respect, and commitment—we all succeed.
The OAS of the future must be technical, compassionate, and courageous. And that future begins now.
